[외교부]동북아 3국, 북극협력의 비전을 담은 공동성명 채택

1. 2017년 6월 8일(목) 제2차 한‧일‧중 고위급 북극협력대화가 우리나라 외교부의 김영준 북극협력대표, 일본 외무성의 시라이시 카즈코(Shiraishi Kazuko) 북극담당대사, 중국 외교부의 가오펑(Gao Feng) 북극특별대표를 각각 수석대표로 개최되었다. 

2. 2015.11월 제6차 한․일․중 정상회의 후속조치로 신설된 한‧일‧중 고위급 북극협력대화의 두 번째 회의인 금번 회의에서 3국 대표들은 각국의 북극 정책과 활동 현황 및 계획을 논의하고, 북극과학 분야를 중심으로 3국간 북극협력을 지속적으로 강화해 나가기로 하였다. 

3. 특히, 금번 회의에서 3국은 향후 북극협력의 비전을 담은 아래 요지의 공동성명(Joint Statement)을 채택하였다. 

ㅇ 기후변화로 인해 북극이 직면하고 있는 도전과 기회는 글로벌 차원에서 큰 영향을 미치고 있다는 인식을 공유 

ㅇ 2017.5월 제10차 북극이사회 각료회의의 페어뱅크스 선언과 동 회의 계기에 서명된 북극과학협력협정을 유념하면서, 북극 문제의 글로벌 측면을 감안하여 북극이사회에 대한 기여 강화 뿐 아니라 여타 다양한 국제협의체와의 협력 강화의 중요성을 강조 

ㅇ 3국간 공동으로 추진해 나갈 북극과학 분야에서의 구체 협력사업 발굴하고, 향후 다른 분야에서도 협력사업을 지속적으로 모색해 나가기로 확인 

※ 금번 3국간 북극협력대화에서는 북극해 태평양 지역 환경변화 공동 연구 및 환북극 해양관측 국제프로젝트 참여 등을 추진키로 합의 

ㅇ 3국간 북극협력의 플랫폼으로서 한일중 고위급 북극협력대화의 중요성을확인하면서, 향후 동 대화의 결과를 북극이사회에 보고하기로 합의 

4. 한․일․중 3국은 금번 북극대화가 3국간 북극 분야에서의 협력 및 3국간 기존 협력기제를 확대‧ 강화하기 위한 유용한 플랫폼이 된 것으로 긍정 평가하면서, 이를 지속적으로 발전시키기 위한 방안을 계속 논의해 나가고, 차기 회의는 내년도에 중국에서 개최하기로 하였다.
